Fox News reported today that two Wisconsin parents said their daughters were forced to share a locker room with a “transgender” biological male at Westosha Central High School and were penalized because they didn’t want to undress in front of him.
This is the headline that Fox News posted today about this story.
Westosha Central High School, nicknamed Central, is a public high school (grades 9-12) in Kenosha County, Wisconsin with approximately 1,300 students and 80 staff.
It’s good that it finally made the “national news” on Fox but the truth is these girls have been subjected to this nightmare for a long time - as reported by the local paper last year. The situation wasn’t as “benign” as the Fox news story or headline made it seem. This is the original headline from the local newspaper. Quite different from Fox News.
I did a little research and the story is MUCH MORE disgusting than was reported by Fox News today.
Last December, several parents reached out to the local Kenosha newspaper and said this as reported by the newspaper last December:
“A boy has been using the girls’ locker room to change at Westosha Central High School. He stares at the young girls while they change and that makes them feel very uncomfortable. Some of the girls began to use the stalls to change. When they would exit, the boy would be exposing his p*nis and rubbing himself with lotion. He claimed to the girls that the lotion was to “prevent chafing.”
The boy changes in the full nude, often exposing his p*nis and testicles. Many girls, some or most which are freshmen, approached the gym teacher, Miranda Hopkins. Hopkins told the girls that the boy “identifies” as a girl, so they have to let him have access.
There is a family locker room in the school that the girls starting using, but Hopkins told the girls they can’t use it and to stop “stirring up drama.” The girls then stopped changing in the locker room and went to gym class without the proper gym clothes on. The school punished them by marking down their grades and handing out “unexcused absences.”
One girl was allegedly assaulted by this boy as she told him to “put [his] d**k away,” and he pushed the girl. He was allegedly suspended for this violence and/or smashing a chromebook in a fit of rage against another student. Some students have told school staff that the boy has threatened to “sh**t up the school”, but they say the teachers laughed it off and told the students not to be “dramatic.”
This boy was also in constant trouble for violent behavior. One father told KCE “I find it unacceptable that a 14-year-old girl is required to change in front of a 16-year-old boy to complete a required class in school… I don’t feel like the district is taking this seriously.”
The Kenosha Unified School District just voted to allow boys in the girls locker rooms and sports and some wondered “what could go wrong?” Apparently this is what could go wrong.

The Wisconsin Institute for Law & Liberty (WILL) filed a Title IX complaint on behalf of the parents with the Department of Education’s Office of Civil Rights (OCR) and with U.S. Attorney General Pam Bondi against Westosha Central High School for "endangering the safety and privacy of multiple female students."
According to the complaint, the issue began in December 2024, when Jane Doe 1 and Jane Doe 2, both students at Westosha Central High School, discovered they were required to share the girls’ locker room with an older male student who identifies as transgender.
Both girls reported their concerns to school officials and their parents, but their complaints were ignored or dismissed. One gym teacher allegedly told the girls that excluding the male student would be considered “bullying.”
The complaint further states that Jane Doe 1 and Jane Doe 2 suffered academic penalties due to their efforts to avoid changing in the locker room with the male student. Jane Doe 1 reportedly received multiple unexcused absences after refusing to attend gym class under the conditions, while Jane Doe 2 was repeatedly marked tardy for waiting to change in a stall—leading to an “F” grade in gym class. On another occasion, Jane Doe 1 was allegedly berated by a teacher after attempting to wait out gym class in a nearby restroom.
After repeated complaints from parents, Westosha officials initially assured parents that “a plan was in place” to relocate the male student to another changing area. However, according to the complaint, when students returned from winter break in January 2025, the male student was still using the girls’ locker room.
The male student allegedly called Jane Doe 1 a derogatory name after she and a friend entered the locker room. Jane Doe 1’s mother reported the incident to the Kenosha Police Department, whose school resource officer later stated that he had not been informed of the locker room controversy despite the district’s claims that it had conducted an internal investigation.
One father, Nicholas Puchter, stated that he ultimately withdrew his daughter from the school due to the situation.
"Parents send their kids to school so they can learn in a safe environment, but that's not what happened here. My daughter was punished for standing up for her own privacy and safety. The district's misplaced priorities left us no choice but to leave the school."
The civil rights complaint was filed by the Wisconsin Institute for Law & Liberty (WILL) against Westosha Central High School:
"While some girls could use the few available toilet stalls to change in privacy and away from the gaze of the male student, others could not because of the limited time offered for changing. The result was a crowded and uncomfortable environment where many girls felt pressured into an inadequate choice between exposure and tardiness."
Nicholas Puchter, the father of Jane Doe 2, expressed frustration that the school prioritized its policies over his daughter’s privacy and safety, ultimately prompting him to withdraw her from Westosha Central High School, located in Paddock Lake, Kenosha County.
WILL argues that this situation constitutes a violation of Title IX, a federal law prohibiting sex-based discrimination in education. The complaint alleges that despite multiple complaints from parents and students, the school took no meaningful action to accommodate the affected female students, instead penalizing them academically. WILL is requesting a federal investigation by the U.S. Department of Education’s Office for Civil Rights (OCR) and the Department of Justice, along with corrective measures to ensure compliance with Title IX.
"When schools like Westosha force girls into an inadequate choice between exposing themselves to a male student or academic penalties, they abandon all common-sense and their core mission. The law requires protections for girls to have the same educational opportunities as their male peers. The decision to punish these girls for protecting themselves must be promptly investigated by the Department of Education.”
On February 5, 2025, President Donald Trump signed the “No Men in Women’s Sports” executive order, signaling a potential rollback of transgender-inclusive Title IX interpretations. While this order primarily addresses sports, it reflects a broader conservative push against policies allowing transgender students to use facilities aligned with their gender identity, which could influence how the OCR and DOJ respond to WILL’s complaint.
AG BONDI’S DOJ: "Forcing girls to compete against and share locker rooms with boys is demeaning, unfair, and dangerous. The Department of Justice will protect women and continue to vigorously defend President Trump’s executive actions, including the Keeping Men Out of Women’s Sports executive order."
Locally, Westosha Central High School has not yet issued a detailed public response to the allegations as of today, March 20, 2025.
IMHO, it doesn’t help the girls for the media to soften the story and pretend that it is less than it is. All that does is help the abusers.
